Latest News - March 2025 - EIA 

Since the objection to the extension of the Eastern Link Road, the developer has now gone forward with planning an Environmental Impact Assessment (EIA) study. Only a few direct neighbours have been notified of this and notices were only placed near Trumali Road as a further show of bad faith.

To whom it may concern,

URGENT

BRAG has written to the environmental consultant in charge of the EIA process for the proposed development of Brandwacht Farm 1049, arguing that the EIA process can not start before all interested and affected parties, especially until those organisations and individuals that submitted an objection to the Application for Re-zoning in 2022, have been personally notified about the process. 

I have objected to the application for rezoning of the above mentioned erf. I have not received any notification about the EIA process and I hold that this is done in bad faith by the developer and the environmental consultants in order to illegally and without proper public consultation continue the process of rezoning and development of the aforementioned erf. As usual this is being done as school holidays approach to make sure as little people as possible know what is going on or are able to react.

As an interested and affected party directly adjacent to the remainder of Brandwacht Farm 1049:

1. I demand to be kept informed
on all changes to the proposed development, including the Notice of the EIA Process and

2. I hold that the EIA process cannot start before all interested and affected parties have been informed and that the current deadline of 16 April is invalid. 

If points 1 and 2 are not adhered to the appropriate legal steps will be taken.

 


Previous news update September 2024:

 

It has been quiet for a while with regards to the development of Farm Brandwacht 1049 and the planned Eastern Link rd after the objections BRAG and many individuals submitted in 2022. We have now received news that The Muinicipality is planning to extend the Eastern Link road ("the Wildebosch Extension"). It is worth noting that the Municipality has again timed the objection period to be in the school holidays which shows that at best there is carelessness on their behalf and at worst that this is a deliberate attempt to get things through without proper public participation.

 

The Wildebosch extension stops at Trumali road and does not continue through Brandwacht, Dalsig, and Welgevallen Proefplaas. However, it is noted that the Wildebosch-Trumali segment opens up the opportunity for further development, including the proposed development on farm Brandwacht 1049, and for future construction of the Eastern Link Road all the way to Coetzenburg. The Wildebosch extension serves no purpose if not extended and is an irrational and wasteful expenditure of Stellenbosch ratepayers’ money.

We advise everyone who would like to submit individual objections to the Environmental Authorisation and/or the Water Use Licence for the proposed Wildebosch Road Extension to register as an INTERESTED AND AFFECTED PARTY on the Zutari website. Info sharing and communication platform

This website was set up to assist the residents of the areas affected by the re-zoning application for Farm Brandwacht 1049 from Agricultural to Residential. This re-zoning will have far stretching implications, not only for the direct neighbours but also for residents of all the adjoining neighbourhoods in terms of traffic, noise, crime, spoiling of precious natural resources, views etc.

One of the serious consequences is that is will become inevitable that the Eastern Link road may be built. This road goes from Technopark, via Blaauwklippen Farm, straight through Paradyskloof, connecting through the farm land to dissect Brandwacht Upper from Brandwacht proper, make its way through the Mountain bike tracks, through Welgelegen farm to Coetzenburg. It is for this reason that comments must be sent in by affected residents.

Below you will find documentation and information on the Rezoning process as well as previous attempts to develop the farm.

Part of the Rezoning Application process is giving neighbours and all other interested/affected parties the opportunity to provide comments on the Application. At this stage the deadline for comments is 3 October. We will provide a template that can be used to provide comments as this needs to contain certain information to be valid. We encourage everyone to submit their personal comments.

The above images give an idea of the significant changes that come with this Rezoning Application. As can be seen, Brandwacht-Aan-Rivier is much more dense than the neighbouring residential areas and the same can be expected from the proposed new development with proposed densities of 25 and 50 residential units per ha as well as office buildings.

This development of more than 1000 proposed units and offices will put even more pressure on traffic on the R44, schools, hospitals and other infrastructure as well as significantly altering the views of the mountain.

 

The Eastern Link Road, which will be busy and noisy due to the slopes it needs to transverse, will also cut the mountain off from  residents.
